The Maritime Economic Development and The Empowerment of Fishery Community in the City of Sibolga, North Sumatera

On the 20th and 21st of November 2006 in the Graha Aulia Bank Indonesia in Sibolga, North Sumatra – Indonesia, PT. Damba Intra has organized a workshop with the topic: "The Maritime Economic Development and The Empowerment of Fishery Community in the City of Sibolga, North Sumatera". The workshop is a part of activity program 2006 which is focused to empower the Fishery Communities to achieve a sustainable plan of action which will extend equal opportunities for the peoples' welfare and to eradicate poverty of coastal society in Sibolga. The main goal of the workshop is to review, discuss and agree the Capacity Building Program of Sibolga fishing sector, as well as to identify the first actions to be carried out according to priorities and budget availability, and the objectives are: To establish a dialog between fishermen, community, academics, and institution; To reach a mutual consensus from local actors and authorities in the importance of responsible and sustainable fishing; To get the support from business society; To adopt the Capacity Building Program of Sibolga fishing sector.

 

The workshop were co-hosted and co-sponsored by The Municipality of Sibolga, UNITAR, AZTI TECNALIA, and supported by The Embassy of Spain to Indonesia and The Ministry of Agriculture, Fisheries, and Food of Basque Government. The workshop was attended approximately 80 – 100 participants, comprising of:

- The Local Government Officers of the Municipality of Sibolga
- The House Representative of People of Sibolga
- The Business Owners and Entrepreneurs from Sibolga
- The Representative of Fishermen Organization
- The Representative of Local Community and Society
- The Representative of Youth Generations and Organizations
- Academics, Institutions, and other stakeholders
 
The workshop has achieved conclusion and recommendations, which is:
1.

The best implementation of action to start maritime economic development will be through Governments, Business Sectors, and Academics;

2.

The important role of governments, Executives and Legislatures, is to have the same vision and mission. This will lead with the regulations and policies to support the implementation and the sustainability of the program;

3.

The involvement of The Municipality of Sibolga through A State-Own Enterprise to reach the effectiveness of less bureaucratese process;

4.

For the business sectors, directly or indirectly to the fishery business, it is important to focus on the activities of increasing benefits to the investment and the socio-welfare of the employees and local communities, and all stakeholders;

5.

The young generations need vocational subject of school and any specialist education, parallel with research and training for technology development in Sibolga, to support fishery sector activities with high quality of human resources and sufficient technology.

6.

The objective of the program will be focus on the small and medium enterprises, with identifying problems and opportunities, to be recommended to all of the prospecting business partners of Sibolga

7.

The realization of project in 2007 will be highly recommended to justify the coherence between expertise and local talents. The appropriate capacity building will improve the quality of human resources and the long-term achievement of goals for business communities from Sibolga and Basque.
